Dr Peter Quartey, a Research Fellow at the Institute of Statistical, Social and Economic Research (ISSER) of the University of Ghana yesterday stressed the urgent need for enactment of the proposed law to improve fiscal discipline and promote prudent financial administration to minimise corruption among institutions. While advocating for infrastructural development, Dr Quartey also called for action to be expedited on modernising agriculture and private sector development, as well as reducing cost of credit and cost of doing business, and improving access to such facilities for rapid economic growth. Mr William Mensah, Head of Ecobank Development Corporation Stockbrokers, who gave a presentation on the topic; 'The promise of a bear market,' advised investors not to lose interest in their investment because of jittery market fluctuations. The 2008 ANZ Survey of Adult Financial Literacy found those with high levels of financial literacy were more aware of investment risk, less likely to be attracted to risky investments and were more likely to have shopped around for the lowest fees. Financial literacy is also good for the economy, according to a study published by the Commonwealth Bank Foundation, with increased financial literacy leading to an increased flow of funds to Australia’s more profitable businesses via better saving and investment decisions. Financial Planning Association chief executive Jo-Anne Bloch says it is not enough to take advice from a trusted adviser or financial planner; investors must understand the advice they are being given. The Australian Securities and Investments Commission , charged by the federal Government with improving financial literacy, is planning its own seminars in the major capitals. Kaplan Professional runs courses for financial services industry professionals but also has a series of day-long short courses on subjects such as understanding financial markets and analysing company financial statements. read more

A tax due diligence serves to apprise the prospective investor of the risks and possible tax liabilities of the target company in order to avoid tax surprises since any unpaid taxes of the acquired company are inherited by the new shareholders. Under present rules, in addition to the unpaid tax, the BIR may also impose a 25% surcharge if a tax return is not filed and paid on time, plus interest at the rate of 20% per annum computed from the time the tax is required to be paid until the time it is actually paid. A tax due diligence may also be useful in identifying potential refund or tax savings that the target company itself may not be aware of. In addition, a tax due diligence can serve to identify and quantify tax assets, such as Net Operating Loss Carry Over (NOLCO) and Minimum Corporate Income Tax (MCIT) credits. read more
